EU Budget Proposal Puts Digital Skills at the Core of Europe’s Future

The European Commission has proposed a nearly €2 trillion Multiannual Financial Framework (MFF) for 2028–2034, marking a major step up from the current €1.2 trillion budget. A central focus is digital transformation, with €51.5 billion earmarked for “digital leadership”—five times the current allocation. 

The new framework highlights digital skills as a cornerstone of Europe’s competitiveness and resilience, backed by a reinforced European Competitiveness Fund (€409 billion) and an expanded Horizon Europe (€175 billion). Together with a strengthened Erasmus+ and a new AgoraEU programme, the budget aims to boost research, digital capacity, reskilling, and lifelong learning, while fostering cultural and democratic values. 

By significantly scaling investment in skills and innovation, the Commission positions digital capacity not just as a driver of growth, but as a strategic asset for Europe’s sovereignty and prosperity.
