OECD Report Highlights Lessons for Effective National Skills Strategies in the EU

The OECD has published a landmark report, National Skills Strategies across the EU: Lessons Learnt, offering valuable insights into the development and implementation of skills strategies over the past decade. Supported by the European Commission, the report draws on the experiences of 26 national strategies across EU Member States, aiming to guide countries in creating more effective and resilient skills systems. 

National Skills Strategies have proven essential for fostering collaboration across government, breaking policy silos, and aligning skills development with long-term priorities. The report identifies nine key lessons for success, including setting clear objectives, aligning with government strategies, building on strong evidence, and engaging stakeholders. It also highlights the importance of timing, adopting a whole-of-government approach, and ensuring effective monitoring and evaluation. 

The study underscores the benefits of skills strategies in addressing labour market challenges, advancing reforms, and positioning countries to thrive in an evolving world shaped by digital and green transitions. As part of the European Year of Skills, the report aims to encourage more countries to adopt strategic approaches to skills policies, equipping their populations for future opportunities. 

This comprehensive review offers policymakers a roadmap to strengthen skills systems, ensuring adaptability and resilience in the face of rapid global change.
