EU and ENISA Launch €36 Million Cybersecurity Reserve to Counter Major Cyber Threats

The European Commission has signed an agreement with ENISA, the EU Agency for Cybersecurity, to manage and operate the new EU Cybersecurity Reserve. Backed by €36 million from the Digital Europe Programme, the initiative falls under the Cyber Solidarity Act and aims to strengthen cyber resilience across the EU, as well as in associated third countries.

The reserve will provide incident response services from trusted providers to support recovery from major cyberattacks, particularly in critical sectors such as health and energy. ENISA will oversee the programme over the next three years, including procurement of services and handling requests for assistance.
