EU unveils twin strategies to boost AI adoption and scientific leadership

The European Commission has launched two major initiatives — the Apply AI Strategy and the AI in Science Strategy — to accelerate the uptake of artificial intelligence across Europe’s industries and research sectors. Together, they aim to make Europe a global leader in trustworthy and cutting-edge AI. 

The Apply AI Strategy focuses on deploying AI in key sectors such as healthcare, energy, mobility, manufacturing, and defence, while supporting SMEs and public services. The Commission is mobilising €1 billion to fund initiatives like AI-powered healthcare screening centres and “Frontier AI” innovation hubs. An Apply AI Alliance and AI Observatory will coordinate progress and monitor impact. 

The AI in Science Strategy aims to put Europe at the forefront of AI-driven research through RAISE (Resource for AI Science in Europe), a virtual institute pooling resources for AI in science. It includes €58 million for talent programmes, €600 million for advanced computing, and a plan to double AI funding under Horizon Europe to over €3 billion annually. 

Both strategies build on the AI Continent Action Plan and will feed into the upcoming Data Union Strategy and AI in Science Summit in Copenhagen (3–4 November 2025).
