Commission Unveils European Technological Sovereignty Package 

The European Commission has presented a new European Technological Sovereignty Package aimed at strengthening Europe’s capabilities in semiconductors, artificial intelligence (AI), cloud computing and open-source technologies. The package includes the proposed Chips Act 2.0, the Cloud and AI Development Act, an Open-Source Strategy, and a Strategic Roadmap for Digitalisation and AI in the Energy Sector.  

A key element of the package is the Chips Act 2.0, which seeks to expand Europe’s semiconductor capacity, particularly in advanced chips that are essential for AI applications. Alongside this, the Cloud and AI Development Act aims to triple Europe’s data centre capacity over the next five to seven years, support sustainable AI infrastructure, and create a common framework for assessing cloud and AI sovereignty. The Commission also plans to strengthen Europe’s open-source ecosystem through investment in skills, innovation and digital infrastructure. 

The package further addresses the growing link between digitalisation and energy, setting out measures to integrate data centres sustainably into Europe’s energy system and accelerate the deployment of AI-powered energy solutions. The legislative proposals will now be negotiated by the European Parliament and the Council, while the Commission prepares further initiatives including a call for AI Gigafactories and new financing mechanisms to support Europe’s technology sovereignty ambitions.
