The European Commission and the High Representative recently presented a new EU International Digital Strategy, outlining a unified vision for Europe’s external digital engagement. As digital technologies reshape the global landscape, the Strategy positions the EU as a reliable and values-based partner committed to cooperation, innovation, and global digital governance.
The Strategy aims to deepen existing digital partnerships, launch new ones, and create a Digital Partnership Network to strengthen collaboration with allies. It introduces an EU Tech Business Offer that combines public and private investment to support partner countries’ digital transitions, with a focus on AI, secure connectivity, and digital public infrastructure.
At the same time, the EU will work to promote a rules-based global digital order grounded in democratic values, human rights, and cybersecurity. Cooperation will also target emerging technologies such as AI, 5G/6G, quantum computing, and semiconductors, while advancing secure digital infrastructure and cross-border digital identity systems.
Building on initiatives like the Global Gateway and Digital Trade Agreements, the EU will begin rolling out the Strategy immediately, reinforcing its role as a global leader in shaping a secure, inclusive, and cooperative digital future.
