EU Pact for Skills Reaches 10 Million Trained Workers

More than 10 million workers across Europe have taken part in upskilling and reskilling initiatives under the EU’s Pact for Skills since its launch in 2020, according to the European Commission’s latest annual survey. Nearly 3.9 million people were trained in 2025 alone, reflecting the growing momentum behind the initiative. 

The Pact brings together over 4,000 organisations from industry, education, social partners and public authorities, which have collectively invested more than €1 billion in skills development. Training efforts focus primarily on digital, green and sector-specific skills, supporting Europe’s green and digital transitions and addressing persistent labour shortages. 

By 2030, Pact members have committed to upskilling and reskilling 25 million people, contributing to the EU target of having 60% of adults participate in training every year. The Commission highlighted the strong role of regional and large-scale skills partnerships in aligning training with labour market needs and boosting local economic growth.
