The European Commission and the Danish Presidency of the Council of the EU have launched the pilot phase of RAISE – the Resource for Artificial Intelligence Science in Europe – at the European AI in Science Summit in Copenhagen at the beginning of November. The new virtual institute is a flagship initiative under the EU’s AI strategies and aims to accelerate scientific breakthroughs by pooling Europe’s AI resources, including computing power, data, talent and research funding.
The RAISE pilot will receive €107 million from Horizon Europe. Key elements include dedicated access to AI “Gigafactories” supported by €600 million from Horizon Europe, efforts to identify and curate strategic scientific datasets, and €75 million for Networks of Excellence and Doctoral Networks to attract and train AI talent. The Commission also plans to double annual Horizon Europe investments in AI to over €3 billion.
The Summit also saw the launch of a €3 million Coordination and Support Action to connect Europe’s AI-in-science community, as well as a new European Research Area initiative to support the rollout of RAISE.
RAISE will be developed in phases to adapt to rapid technological change, with further expansion planned under the next EU budget period (2028–2034). The initiative builds on the EU’s 2025 Strategy for AI in Science, aimed at strengthening Europe’s scientific leadership and competitiveness.
